Get extended capabilities on your old Mac Pro hardware. Similarly, make certain that your original Mac hardware (or at least officially Apple supported hardware) is what is running inside the computer. Double-click the Mac Pro 2009-2010 Firmware Tool. Read the instructions presented before continuing. One of my personal complaints with OSX was having spent years getting to know how the Mac OS worked and how to troubleshoot it, then, just when I got really good at it, BANG, it went UNIX--Now I have to start all over.
Mac computers with Metal-capable graphics processors (GPUs) can be upgraded to macOS Mojave.
Make sure you’re ready to upgrade.
Before you upgrade, we recommend that you back up your Mac. Then, if your Mac is running OS X Mountain Lion 10.8 or later, you can upgrade directly to macOS Mojave.

Upgrading from OS X Snow Leopard or Lion
If you’re running Snow Leopard (10.6.8) or Lion (10.7) and your Mac supports macOS Mojave, you will need to upgrade to El Capitan (10.11) first. Click here for instructions.

You can download the appropriate files from Apple, albeit that they don't publicise it. The officially supported way is to call Apple with your serial # & buy new original dvd's.

Mac Hardware Diagnostic Tool
Either make a bootable CD/USB as described there, or use say Pacifist to (re)install the hidden '.diagnostics' folder in /System/Library/CoreServices/ which would have allowed using D startup from the internal HD, but was likely removed during an update.
